Have you queried the magazine yet? Have you received a reply or offer?
In my experience as a freelance writer in Singapore, fees seem to be generally set in the publications I worked with. The magazine that you wish to get your article published in should be able to provide you with this information.
If they ask you for your price, it doesn’t really matter whether you’re a beginner or not (unless you’re a really popular writer :-)). My fees guideline at the time for less popular and new publications (articles that did not need research, etc.) is charged somewhere between SGD$50 - 150. Those that needed research would be somewhere between SGD$100 - 250. For more popular magazines (e.g. ELLE magazine), something between SGD$200 - SGD$500, depending on the length, research, etc. of the article.

Dear Miss Coggins,
I am a fledgling freelance writer from the Philippines. I am applying as a freelance writer for a new career magazine in Singapore aimed at young professsionals and recent graduates. The company is asking for my per-article rate. You mentioned that you charged between SGD$50 - 150 per article. This rate dates back to what year? Late ’90s, early 2000s? I am thinking of charging SGD$100 per 1,000 word article - do you think this is too much given that i am a new writer and the magazine publisher is a start-up company? By the way, while I am an unpublished writer, I have three years’ experience as a copy editor for an online financial publication.
